of the Vineland Branch.

Tucked beneath the Niagara Escarpment, the Vineland Branch is surrounded by the vineyards, orchards, and farmland of the Greenbelt. Steps away from Twenty Valley Public School and adjacent to a retirement community, the Vineland Branch is at the heart of a vibrant, tightly knit neighbourhood. Centrally located, this branch also serves the smaller, more rural communities of Jordan, Campden, Rockway, and Tintern.
Now thirty years old, the branch is in need of critical upgrades. Issues with a leaking roof and an outdoor book drop – that cannot stand up to the elements – have to be addressed. Essential storage space is only available in the basement, which can only be reached by an outdoor stairwell that limits access in the winter months. Inside, the meeting room and children’s area are cramped, lacking open space for the community to gather. The entrance, shelving, furniture, and washrooms need updates to make them accessible.

A Green Boost
In March 2025, LPPL was awarded $2 million toward the Vineland renovation through the Green and Inclusive Community Buildings (GICB) program. LPPL was one of the three libraries in Canada to receive this funding in 2025. This will be the first Net Zero building in Lincoln.
What is Net Zero?
“Net Zero” is about balance. It focuses on features to counter the greenhouse gases produced by a facility. Building to “net zero” means the existing building will be retrofitted with modern, energy-efficient features, such as a new roof, HVAC system, and triple-glazed windows. These green upgrades will result in lower utility costs and ensure the branch is sustainable for years to come.
Proposed Redesign will:
- More than double the size of the branch, adding a 6000-square-foot addition
- Expand the scope of the facility to a community commons, including the relocation of the Friends of Lincoln’s History arcives
- Add energy-efficient upgrades, ensuring sustainability and reducing cost of utilities
- Remove accessibility barriers, creating a truly inclusive space for all ages and abilities
- Provide proper word areas to support staff, enhance service delivery, and increase storage
- Modernize the entire branch to ensure it is welcoming, functional, and sustainable for decades to come

What is the cost of the project?
The budget for this project is $5 million.
When will construction start?
Construction is set to begin in 2027 and be completed by March of 2029.
Why is the branch being renovated?
Community surveys, use patterns, staff and community input, demographic and growth information, have informed the plan to expand and renovate the library in Vineland.
In addition, AODA regulations regarding accessibility have been updated. The Vineland branch, built in 1996, requires upgrades to meet new guidelines and ensure the library is accessible to all community members.
The building is being designed to be net-zero, meaning it will be carbon-neutral and much more energy efficient and resilient with respect to climate change.
How will I access library services during the closure?
Library customers can visit library branches in Beamsville, Fonthill, and Fenwick. LPPL’s Bookmobile will also provide satellite service at different locations in Vineland on a set schedule. LPPL cardholders can also use their LPPL card at any library in Niagara and can take advantage of reciprocal borrowing from St. Catharines and Niagara Falls public libraries.
How will the project be paid for?
Funding will come from different sources, including:
Grants: The Green and Inclusive Community Buildings Programs, will generously provide $2 million in support for the project
Town of Lincoln: $1.5 million
Capital Campaign Goal: $1.5 million
